The EU's EUR3 per-item duty has entered real VAT reconciliation

Since July 1, the EU has applied a temporary EUR3 duty per item on imports under EUR150, with guidance clarifying VAT treatment; a Union handling fee could start no earlier than November, so parcel value alone is no longer enough.
