EU customs reform makes non-EU platforms the importer

The Council approved an overhaul that makes non-EU e-commerce platforms responsible as the importer, with serious non-compliance fines reaching 6% of prior-year import value. An EU-wide small-parcel handling fee is due by November 1. Merchants should now audit HS codes, origin, declared value and the platform-responsibility matrix for every SKU.
