Developing countries need about $305 billion a year in adaptation finance by 2035
UNEP's 2026 Adaptation Gap Report estimates that developing countries will need about $305 billion a year for adaptation by 2035, compared with only $28.2–31.7 billion in international public flows from developed countries in 2024. Even meeting the goal to triple those flows by 2035 would cover just 20% to 29% after inflation. The Loss and Damage Fund received $2.8 billion in first-round requests against an initial $342 million envelope, while the report also stresses that laws, cross-sector coordination and finance-management capacity determine whether money becomes real resilience.
